Yeah I suppose that sucks if you don't like shoes, though to honest it's not something that bothers me. I would probably just choose not to go or if I had to go I'd wear sandals or something, it's no big deal. The hookworm thing, it's not nice and it's something to be cautious of when you're not a shoe wearer along with other hazards like thorns, glass, dog shit and spikey aliens. It's also really easy to treat if you are unlucky enough to contract. If you want to be barefoot in the modern world (like me) it's about getting on with your fellow man and not standing out as a nutter - meh it's a state fair, I've got more important things to worry about. I think hookworms are not an issue in most states of the US and Europe. Never heard of any problems with them here. Glass and debris ... well, never had problems with it so far. I'm just a little bit careful when walking barefoot.
Solution for any fair is to enter with flip flops, let them do the bag check, get in there and put the shoes in the bag. "Militant" barefooters just make it harder for others when they cause more business related policies against barefooters to occur, even if they aren't laws.
