I have heard about alcoholics drinking aqua Velva, but never heard hand sanitizers being used.

 

Did you know that in the UK. mouthwashes that contain alcohol are legally required to be more expensive than drinks with the same alcohol percentage, simply to prevent people buying them as a cheap drink.?

There’s a CVS drug store at Downtown Crossing in Boston that’s a popular hangout for local homeless folks. I’d walk by every morning and there’d always be 4 or 5 of them passed out on the sidewalk surrounded by empty bottles of mouthwash.

 

In the 60s and 70s it was hair tonic. It was super cheap and made palatable by pouring it through a slice of bread. I forget the brand name, but I remember the piles of bottles near train tracks and alleys. Then Ripple Red, Night Train Express, Mogen-David 2020 and Red Dagger wine became the choice after hair tonic faded from the landscape of hair products.

That was what happened with Listerine in the UK, The government were about to tax it as alcoholic drink, but gave in when a new price structure was agreed.

However, they would not relent on condoms, which they still tax as a leisure item, rather a medical accessory.

Because Listerine is like £4 a bottle and has a percentage of 29 or something.

 

That is true. While modern brands have a lower percentage of ethanol, it would still be cheaper than an alcoholic drink.
I can only assume that the rule applies to the list price and supermarkets are discounting it.
As a result of government austerity, trading standards have been severely neglected. The terrible fire at Grenfel tower is was purely as a result of the lack or council surveyors approving the refurbishment.
