No idea how it is for liveability, but it's fun to visit and reminds me of grateful dead concerts before Jerry passed. It's in central Copenhagen. A bunch of hippies in the early 70's declared independence from Denmark, and the government never sent in troops. In any case, it might be a good place to find information on communes in Europe.
