Can Someone Name This Instrument/synth Effect?

Okay so this is something I've always wondered since I was little. There is a particular sound that just completely fascinates me because I love the way it sounds so much, something that is sometimes heard in hip-hop and rap songs, and that I have never been able to identify. It is likely an effect for a synth, but I'm not 100% sure, and either way I don't know what this particular synth effect is called. It can be heard in this video about driving dogs, from around the 0:38 to 0:57 marks. Can anyone out there tell me the name of the instrument or synth effect that produces this entrancing sound? I'd greatly appreciate it!

It's a pitch shifted sine wave. Snoop Dogg's 'Gin and Juice' is a good example of this effect used in a popular hip hop track.
