calling a cell phone in Russia question

    I have a friend in the U.S. whose daughter is studying in Russia. Does anyone know if mom calls daughter on daughter's cell if there will be charges to the daughter? I guess some places in Europe the call receiver does not pay anything and you can even be out of minutes and still receive calls, but there is conflicting info online about Russia. TIA if anyone can help.

    It depends upon the cellular provider which you are using. I live in Kazakhstan, it's near to Russia, so one of my friends who was studying in UK called me on my cell phone from there, and for me there were no charges.
