white collar criminals are generally not in maximum security institutions..
it would be all but impossible for them to take medium or low security institutions release the prisoners there and house maximum security prisoners in them..

im just thinking logically and have done no research other than reading the article,but

it seems to me that white collar crime is much less prevalent as a whole and most white collar crime winds up FEDERAL,not state,therefore it seems to me that even if they were to release all the white collar criminals it still wouldnt be enough to come to the total number..

also as i said,white collar criminals are generally sent to a minimum security facility. you cant turn a minimum security prison into a maximum security prison overnight..
they are two completely different built facilities.

 

but when they're releasing these low grade, non violent criminals, including the white collars, they're freeing up money to shuffle off to the extension of the max security programs, as well as taking the lesser criminals in the penetentiaries to the roomier, lower security places. there'll be more money to expand security in those places, as well as more room in the higher security places.

i see it now as a green light to do something they really dont have any choice other than,,.

california is in a death spiral. it is going to get ugly on many levels soon enough. this is just one part of it. wait till the police departments start laying off in mass like philly just announced..

they have no choice.
