Ohhhh there was an earlier film of 1984. Explains why it's such a part of the popular culture canon =P I researched it by image Googling "1984 film" and got images mostly from the 1984 1984 film (and Apple's ad) I think for Big Brother to work best, it would have a lot of faces. But that's not how it's writ, it's writ to have a face. I mean, we could say it has a different face for every viewer, and let that be that -- but that's no fun. So instead, we have to find a Big Brother face that works for everyone =D
If you're going by looks, Rush Limbaugh is far too jolly and fat. You want Big Brother to be scary. You want your government to be healthy seeming. If you're trying to be witty -- get off the Rush Limbaugh already, people! Rupert Murdoch is the new king of right-wing propaganda.
