This strikes me as a bit weird, since I know for a fact that most other beings from other star systems move parallel with time. Is this perhaps the reason we haven't made contact yet with intelligent life forms?

I remember a friend of mine who claimed to be really profoundly clever and he said "Time does not exist". So I looked at his wardrobe and its multitude of fashion disasters, and said "well looking inside there, it obviously doesnt.."

Anyway, on topic, yes I do think time is dependent on localised observation.
But its not the reason most people arent aware of alien contact.

The idea aliens would announce themselves is like saying David Attenborough would put signs up "Nature programme -BBC filming today" for every monkey in Africa.

Well said, although incorrect in essence. But sometimes we should just leave well said things be.

I prefer moving sideways in time, but not every day. It's exhausting work.

Not in the 'regular' sense. That is, I never got an anal probe and I was never abducted as far as I know.

Crows seem to be pretty intelligent.

This one has no sound. Watch him try to remove the "bucket" of food, fail, and then bend the tool so it will work.

Technically, we don't move forward in time at all. We move through it. Like a passage, but time isn't really a thing we can fast forward onto.
