The verse 18 plays a role, too, because it said here is wisdom right next to it. So 18 can imply 18:00 in army time based on GMT. GMT because the three animals the beast is mixed with can imply one global time zone all countries also go by, and that is GMT. The 10 horns with 10 crowns symbolize the binary code.
