After getting that from plain sight I counted 18 as the number of the beast.

For 18 is the number of a man.

666 = 18. (6+6+6 when you count it once as it instructs).

"18" Here is wisdom. (I believe this last verse number is to be used as the clue.)

Does 18 include or exclude the beast himself?

I believe it excludes the beast.

The 7 heads are staff positions. The 10 horns are residents met by the beast.

The 1 head that was wounded and then healed represents a manager position become vacant and then become filled.

    seven eyes and seven horns
on seven hills a lamb is born

the only "beast" is every aggressively inconsiderate human,
unless you mean the anti-belief, of every belief,
which is not a who, but a what,
and the what, is the weaponizing of belief.

there is no good gender based behavior either
only logic in the service of any and all of them instead.

it is not strangeness that is evil,
but the desire to be feared that is the root of it.
