I was looking at vids on youtube and I came across this

I did a bit of research and they say hold it up breathe in the air and you get high? Is this the same as doing whippets? Because I want to try NO2 but the stuff you have to buy is expensive...so anyway will it work with just a regular whipped cream can? Has anyone tried this method?

Yes, they use Nitrous Oxide as a propellant for the whipped cream... Hold it up, inhale, and viola, nitrous high for about two minutes...
