This was posted on a different thread (about Carmen), so I am quoting it here in the correct thread.

The tribe system is not a caste system. It is a system for people to benefit from contributing to the RRP, whether they inform us of an already establish retreat or inspire a donation. It is not our intention to segregate our community, it is only to create a system that will benefit everyone. Our retreats will and retreats on our list may offer extra benefits when people of our tribe visit their retreat. Retreats that participate with the RRP and the Tribal Community Plan are encouraging RRP's success. Just because there is a hierarchy does not mean someone is literally a Gold Elder and is thereby given power of rank, it is figurative... an individuals position in our hierarchy does not give them any special powers (over council or any activity); he or she will not receive anything beyond the community plan designed by any retreat they visit. These plans will vary from retreat to retreat and must be conducive to the Rainbow philosophy. Any one that visits our retreats will be treated as a Rainbow, a human, and an equal. This system is a reason for motivation, as we add more retreats, people will want to sign up and spread the word.
This site is continuously being updated. I will take this into consideration and see if there is anything I can do to make light of the situation.
On the other hand, Emerald Otter's response was, "you are a good idea machine.. thanks and praise". As an owner of a Rainbow property does not see a contradiction with the Rainbow philosophy.
Lastly, the RRP is not an official Rainbow Website, there is no official home site of the Rainbow Family, also the Gathering is a separate thing from the RRP (although RRP properties may host gathering activities). Don't be discouraged the Rainbow Family and the Many Tribes and the Rainbow Gathering are both inspiring and spiritually enlightening, as well as, a great time.
Thanks for your concern,

I just came to understand that the way I've list primary or secondary access is a poor choice. Anything that [a retreat] offers should either not generally be offer to visitors (possibly during busy times) or should be intended as a welcoming gesture. It may be a bad choice to give anyone priority over another. This would simplify things... IE at Silver Warrior or above they would have access to guest bed room (or maybe even a trailer) if it was available... first come first serve otherwise the guest would have to wait or find other accommodations. The caretaker and community would have say to open accommodations for any individual.
