It may be a necessary restriction of "semi-mods" or "troll controllers" that they cannot edit or delete posts they deem hurtful or offensive..
Actually, I'm thinking moderators would be in the best position to pick such people too..

i'm thinking more like the thread becomes temporarily inacessible but is stored for the 1st mod availible to review as to wether its a troll or just an offensive ignorant post
but trolls arequite odvios usualy
ofcourse your right the one who flags it for revue cannot edit or modify it in any way, only submit it to the mods (and temporarily remove it)
i dont know what form the absolute best option would be thats why im inviting open discussion to see if there might be a workable fair solution
the idea i think however is a good one, if the actual application of the idea is well thought through and applied fairly
i know it still needs alittle refining perhaps
