First, I say the state should DNA test and make sure they would be paying on this particular guy.

If some kids live with him at least 50 percent of the time, that is less $ going out.

Train him in a trade. Get him a decent job. That will be cheaper in the long run.

If the kids are growing up in a poor neighbourhood they are going to be fucked anyway, regardess of whether its just mum at home or mum and dad. Thats going to more about government policies and corporate greed.
