This is something most often best achieved under or near bridges. Lean back, run as fast as you can in a dead straight line raising your knees as high as your hips, looking ahead and slightly up into the middle distance, as if perhaps staring at the window of a distant 5th storey flat in which you thought you might have glimpsed a short woman feeding goldfish in her underwear. Run as fast as you can. Pelt it. Imagine you are being chased by ketchup-wielding greeks.
I have found this technique to be most efficacious.

Ooh well done Smartie! The bridges are I'm afraid compulsory for a really serious silly run, although you can at a pinch practice it in the absence of a bridge. Personally I've found that it's always best when running away from bridges, although apparently you can do it when running towards. Perhaps you can find out where the nearest bridge is, face away from it, and silly run in that direction. There's a facial expression that goes with it, but that's advanced level only. Now synchronised silly running, that's a complex sport requiring skill and co-ordination...
I should also mention that the emphasis is on "silly", so you say "I'm going silly running".

could you not rplace the bridge with some kind of overhang or canopy... we are not all fortunate enough to live in a place where there is an abundence of bridges.. and it would be a shame if that meant we couldn't take part in such a fast growning form of entertainment.

Hmm are you thinking of some kind of harness strapped to your back with a permanent overhead protuberance? I like the way you think...
