due to lack of pill availability, ive been offered one, 5/500 hydrocodone and 2 300/15 tylenol 3s. (codeine i believe) would this be safe to mix/ would it do anything?

yeah they'd be fine together.
as far as it doing anything, if your tolerance is 0, you might feel a mild buzz. but you'd be lucky to even feel anything even with no tolerance.
