Seaweed when can i use?

When is the earliest in new soil can i start to use organic liquid seaweed?. Can i use it on newly spouted plants?
Bottle says nothing about npk rating just says its stimulates vigorous healthy growth and helps plants withstand stress.

I've used soluble kelp on fairly young plants, the key is to dilute it, a drench will stimulate root growth as well, remember kelp contains natural growth hormones as well as nutrients.
