Random drug testing says this: I may or may not have reason to believe that you have or are engaging in illegal activity, but I want to know for sure. So you have to prove it, or some sort of action will be taken against you to manipulate you into submitting to an unreasonable search and seizure.
Really though I think another major reason they do it is to keep you from doing it. I'd like to think the fifth amendment protects us from people "making sure" we aren't breaking the law. That is not a presumption of innocence.

Also during world war 2 (I think) they temporarily lifted the ban because they were using hemp as a resource for the war and needed it to be grown locally.
So they can have it when they want it, but I guess it's better for the economy to use plastic and shit, as long as it keeps people from getting high.

yep, during world war 2 the government actually made a propaganda movie that was PRO hemp, called hemp for victory, which encouraged farmers to grow hemp and showed all of its uses. of course when the war ended, we put the ban back on. genius, huh? :hat:
