You should have no problem getting into Britain. We have an (Open Door policy). You can come, settle down with indefinate leave to remain. You also get all the additional features too. It don't matter if you are American or Russian. We welcome all.
Unfortunately I bareth no information links. But as I have said, we have an open door policy which allows anyone, even those who come from outside the USE, to come in.

John, that's just blatantly untrue, you've just answered his question with information you know to be utter rubbish. He asked for legal information, not diatribe. If you can't provide it, it's probably best you say nothing

If you want to come here for higher education, you would normally have to be registered as a full-time student to qualify for a residence permit. You may find that the institution where you want to study will help you with this. They may have representatives in your country, or you could try the British Council at http://www.britishcouncil.org/.

There are various kinds of permits and visas depending on why you are coming into the country, where from, and how long you will stay. The system is in the process of changing at present, seperated into 5 different categories, or "tiers".
The websites Nay suggested are a good place to look.
If you want to come for higher education you will need to apply for a student visa. As of spring 2009 this will be called "tier 4". This entitles you to study in the united kingdom and work a maximum number of hours which must not be exceeded. After you have completed a course, you are eligible to apply for the International Graduate Scheme, which I believe allows you to work in the country for 2 years.

Poor J0rg. Kind of worried about him. I cant see him lasting long in a genuine homelessness situation. Especially if he goes around spouting his usual crap, like this
