Seeds need to absorb water to germinate, so yeah, water them.

you will be lucky to see any results.. seeds need to germinate before they grow.
usually you do this via putting the seeds in between damp paper towls.
how i germinate them is just put them in a cup of water in a shoe box and after a day or so the root will come out then i put them in soil and give them some water.
also note u will need to put them in a small pot then a bigger one then a bigger etc so that the roots will compact and be stronger i may be wrong but that's what i've been told feel free to correct me ;)

If seeds are healthy they can germinate just fine in soil as long as it has enough moisture in it. It'll just take a little longer.
Soaking seeds in water first is good though, ...just speeds up the process allowing less time for problems to develop ie, dampening off and mould/bacteria issues.

what i do is using the wet paper towel method, get 4-5 paper towels ( make sure there damp not to wet beucase it can kill them ) then after a few days when the root is about an inch plant those babys. Hope this helps!

Do you just put the paper towel (not all but the part with the roots) in with the soil, or should I try and separate?

Poke a hole into moist soil 1/2 inch deep. lightly cover seed with soil, water lightly, apply MH/HPS light,:) wait, see plant grow...

If I plant one seed what are the chances it will be a female or is it just kinda 50/50?

Well I planted that one seed and it sprouted. Now how do I tell if it's female or male?

well lets see.
i waited till i had about 10+ sets of leaves. (not 10leaves in total, but 5 sets of 2 leaves = 10).
Afterwards, you will have to change the light cycle to 12on 12off. do that fora few weeks until you see either: sacks or upsidedown tear drops with 2 hairs...or things that arent circular sacks. These will appear between where the leaf connect at the stem and where the new branch will appear between stem and leaf.
You dont want to see balls (sacks) sprouting up on your plant, that means its male. IF you have a male and female in the same box, do something with the male, as it will polenate your female, and you wont have buds, but you will have seeds.
water your plant everyday. dont water it too much, and make sure its not to cloe to the light;

You should avoid transplanting as much as possible.
you need to build up a root mass, and when you transplant, you cause so much trauma to the root mass.
I would start them in a 16 oz cup, let the root mass grow, make sure you poke a drainage hole, then you can check how big your root mass is if it gets down to the hole.

do you need MH/HPS light?
because i dont have money for that
and i wouldnt know where to get it
and it would make it too obvious that im growing

Well, I would think that the plants in and of themselves would make it pretty obvious...

since this is the OUTDOOR section, I'd say you'll watch yer 6" tall plant freeze to death, if you live in north hemy. June 30th is about the last day of the year to get a plant to mature.>)

I'd disagree there. I've planted as late as July and ended up with 2-3foot plants. Depends on quality of soil, sunlight, watering... It's work but can be done.
Obviously the yield is much much less.

Obviously! since a mature plant runs 8-18' tall.
this summer we did the same she's still out there about 2' tall and packin' on th' bud!
But, planting outdoor NOW in North hemy is just a waste of time and energy!>\

OF course now is a waste... The latest you can realistically get outdoors is the end of july, for a mini run. Flowering at least around Pa/NY area seems to trigger around the 10th-15th of August.
The one plant i have left this year.. damn bugs... was planted early july, and is currently over 7 feet, looking to yield 3-4z.

should of used the paper towel method to germ. If it has not germed yet you can take file and file a little of seed and germ but be careful.
but yea its definitely to late in the season for outdoor.
