Meh, you're going to have to give more info on the situation than that. Who is this person you're investigating? What drugs do they normally use, if any? Do they have this kind of money normally?

You can't just toss out a price and expect people to hook it. From the sound of the "price," however, I highly doubt it's an illicit substance; most pushers/dealers aren't going to haggle over $2-3.
