one of the best growing environments i've ever bared witness to man. expect great yields :)

In all honesty though i don't think this will work out too well at all. I don't know what you're expecting from it haha. Well maybe you'll get something? Just try and take care of the plants and fix your lighting so that angled one is horizontal, and just see what happens i guess. If they start getting bigger you're going to have a harder time hiding them hahaha. You'll have a hard time controlling environmental factors like humidity or temperature so hope for the best is all I can suggest unless you want to invest a little more effort into it. Maybe stick a little fan under there eventually? I don't even know haha

Yeah! And turn the flourescent horizontal too, with the light shining down. Flourescent tubes put out light radially, so you're just wasting most of the light on the walls. What is that Halogen desk lamp there for, heat? I hope the flourescent fixture has a 6,500 K. tube in it, that may hold the sprouts untill you can add something more substantial. Keep the flouro about 1 or 2" above the sprouts. Read, read - study, study - learn, learn!
