At the top of the page,select user options.The next screen you'll go to ,select edit options on the left side.There's a box if you scroll down,just check the box to send/receive PM's.That should get you all set up to PM!

Not too familiar with the area. Again, I lived there only as an infant and have since visited only a few times.
