As above, I have never grown before. I have drobe nft set up with a 250w lamp/s (metal hyerlide for veg, high pressure sodium for flower) with cool tube, I have a ph tester kit and nute meter thingy, various sizes of rock wool cubes, vila link grow and plus flower, all the neccersary fan kit + scrubber etc, hydroponic ph down and finally some sensi star feminized seeds.
I have been researching the whats involved for a few weeks but I can't seem to find any info on how to get the seed started.
From what people have told me, you just get one of the smallest grow cubes put it in a place with the permenent lighting(such as my in my bathroom? Nothing harsh like my 250w bulb to start with) and place a saucer underneath add a small amount of water and add a very small amount of the grow nute (how much is very small), as for watering I havn't got a clue.

It really isnt hard... Stick the seeds between two paper towels put it on a plate and wet it a bit and water it before bed and when u awake and in 2-7 days they should have a white tail and that means u can plant them good luck.

u cant just use 2 paper towels there has to be a little thickness to the stack of paper, but put it in tupperware so the moisture doesnt leave.

The seed have know grown small white tails, is it safe to plant them yet? If so how long to wait unitll I can put them under the lights? How much do i water them while they still have to be in a pot?

Now that the seed has started to show the tap root (the "white tail"), it is time to "plant" it in the rockwool cube - carefully, so as not to damage anything. When the roots grow out through the bottom of the cube and are well formed, it is time to put them into the NFT channels under the 250w MH lights and start the regular veg cylce.
I wouldn't suggest any nutes being added before it sprouts, but my hydro experience is limited - someone else could answer better. Before the plants go into the system, while the roots are penetrating the cube, a 5,000K or 6,500K spectrum flourescent will provide good light.

and i you live in or close 2 an appropriate area than why not try growing some outdoors...wayyyyyyy less work and bigger plants usually result

How big do they have to be before I could put them under a 250w@2M away (grow lamp).
They are about 2"'s long at the mo.

As soon as they are sprouted they are ready for lights. 2 meters (6 1/2') is overly cautious. With a 250w I would start at 1 meter above the plants. Hold your hand out flat at the top level of the plants - can you feel any "heat"? Drop the lights about 5cm (2") closer to the plants, each day, untill you can just feel a "warmth" on your hand - not a real hot "heat". The trick is to keep the distance as close as possible, but not too close or they will cause damage.

How many hours should I have them on for vegative growing, watering once to twice a day, should I water enough so some is left in the saucer?

in my hydro experience i've noticed that it's best to keep your saucer with about half an inch of water in it... if the cubes are small that is.. if the cubes are bigger they tend to not suck up water that easily... you can judge yourself... just don't put more than a tea spoon of nute in 2 litres of water.. just to be on the safe side...
as for transplanting to hydro.. you have to wait for a a healthy root system... they have to be well out of the cube of rock wool... and the plants have to have about 2-3 good sized sets of leaves... and by good sized i mean not new leaves... but the biggest leaf in the set should be as long as your index finger...

Some use 24 hours of light for veg, some others use 18 hrs on, 6 off. I've used both, and notcied little difference, so I stick with 18/6 to give the cab a chance to cool down.
As to the hydro, sorry can't help ya, I grow organic soil.
