Flourecents will work. They arent the best choice. There are three types you can use, fluros, mh, and hps. I suggest you get your bulbs at www.indoorsun.com Go with the MH for the vegetation, when the plant is growing, when it flowers go with the hps. Most people suggest atleast 250 watts. I would say 500 though IMO atleast for better bud. Read overgrow, its more than just sticking a plant in a pot with some light bulbs. Learn the terms, if you dont know them, look them up.

yes the bulbs are $60, but what good will that do you without the ballast and hood? Flourescents work fine for vegitave growth - yes a metal hallide is optimum, but most first timers without a lot of money use flourescents for veg and say a 400w HPS for flowering.

these guys are the best in the business -> http://www.gtghydroponics.com/

Many of the major greenhouses you see at Universities with large Schools of Agriculture were designed by these guys.

Yeah, depending on the wattage. 18 14 watt flouros would be ~250 watts, which is enough. Just make sure to get the ones with the red frequency of light, beacuse the blues don't do well for flowering.
