Look at these sites !
I am certain that these are codes and that the sites are used in the spying community. I found them when I was looking into the 911 conspiracies.
reload the page and see how it changes. I actually got this, and there are many of them just like it, when I searched for
+"foreign intelligence officers" +911
on google
dont forget to refresh the pages to see them change. I think it may
be that the words somehow associate with a coloured box, certain words
particular box kind of thing

Thats who owns it (unless its a false name) seems like All the russian spys are in london getting poisoned right now - thing is though the phone numbers not UK unless its an embassy phone
