Lee 'Scratch' Perry - dub legend and definitely a genius IMO. He's well known in the UK (relatively well known anyway) not sure about the USA.
His production work in Jamaica back in the 70's gave us such classic reggae and dub as Max Romeo, Junior Marvin, The Upsetters, Mikey Dread etc. He also produced some of Bob Marley's early recordings.
His own work since then is equally as great. Some of my fave albums:
'Battle of Armagideon'
'Satan Kicked the Bucket'
'Time Boom de Devil Dead'
'From the Secret Laborotary'
'Techno Magic'
Also for those unaquainted with Perry's work as a producer 'Arkology'
