Outside:
Plant after the first danger of frost has passed (call a local nursery if you're unsure).
In late summer, shorter days tell the plant fall is aproaching and the plant starts to make buds if it's a girl (if it's a male get rid of it).
It takes 2 months to finish flowering, usually mid-late Oct.
Inside:
Set up a growspace with adequate light (6,000 lumens per sq/ft) & ventilation., soil, containers & nutrients.
It usually takes 6 weeks from when you germinate seeds until they are sexually mature.
After inducing flowering, it takes 2 months to finish, just like outside.
so if i started planting in late feb. is it silly to think i will have a full budded plant by the end of may?

Not outside. Except...
If you raised them until sexually mature in a growroom under 24/0 light and set them outside on April 1 or before, you would have a 60--70% chance of tricking the plants and possibly getting some buds, but then you'd need a week to slow-dry them (quick-dried pot tastes awful) and a min. 2-week cure would make them smell, taste & burn better and increase potency.
But without a growroom, no.
