Could somebody please explain this in further detail to me. My understanding is limited to knowing its when you interpret (or only a rabbi interprets?) biblical text.

Mishnah is basically oral law written on paper. It was recorded around the 3rd century. It's contents are a little too vast for me to explain in one post, but maybe someone who has studied it more can help you.

And by the way, it's not only a rabbi that interprets. Mostly people can interpret Jewish text on their own. Certain requirements are decided democratically by certain rabbis within your movement, and often, people will follow the interpretations of a specific rabbi (my brother does that), but for the most part, you are allowed to read the text and form your own interpretattion.
