It either has to do with the amount of time you've been posting, or the amount of posts you have, I'm not sure. But soon enough you'll be a member. =)

100 posts...it was temporarily set down to 50 to allow the 'new' old users to get in to "Member Only" forums.

Spamming is against the Forum Guidelines.
Spam is a post of 'no value to the discussion'. Examples would be: nonsense posts, commercial advertisements, ect.
Spam is what all those ads in your inbox are everyday...it just keeps comming, and noone wants it.
Coined from a Monthy Python scetch where "SPAM SPAM SPAM" was repeated ad nauseum.
