Basically, Sea Of Green means plants grown "side-by-side", packing as many as feasible into a growspace.
It also usually means the plants aren't vegged until tall, or topped.
Since plants shouldn't be put into flowering until sexually mature which generally occurs at approx. 6 weeks of age, and most plants by that time are 2.5'--3' tall (and end up approx. 6' tall), most SOG grows are done from clones, which also means the plants are the same size.

A bunch of small plants all crammed together in a room.
