what kind of computer is it?

I assume you mean that you need to change the BIOS settings so it will boot from the dvd drive.
usually it will tell you what key to hit to enter the bios setup.
often it is F12 or the Del key.
F8 only works in the windows boot loader and has nothing to do with changing system settings.

what do you mean "reload windows"?

if you describe the behavior better maybe someoe could hellp you out, but your post is pretty ambiguous given the topic. try to better describe the behavior. also, "all fucked up" really isn't saying too much, and doesn't really do much to describe the computer problems you are experiencing.

edit: historically pressing DEL during POST before reading the bootloader will start the bios setup where you can choose the which devices and in which order they are checked for a bootloader program. F2 is also fairly common, as well as ESC but i haven't seen a machine that used ESC for that in probably a decade. you will have to change the boot preference to check from the DVD/CDROM device first, before checking the harddrive(s). it will check the devices in order and load the first bootloader that it finds present (even if broken). what you want to do is make the DVD drive to be boot option number 1. every bios firmware is a little different in its setup tho, and they all seem to have their own quirks sometimes. good luck :)

Get to yout 'command prompt'. click the little windows button and search for command prompt. Right click it and open as admin.

    Type "shutdown /r /o "

You'll restart with advanced boot options. You can also hold down literally any key during boot.

If you need to boot from cd, you need to get into your UEFI. It'll probably be Delete or F2. Hold it down immediately after your computer restarts. Then adjust your boot preferences. If you tell me what type and model of pc you have, and what your want to do, I can be more helpful.

    Thanks, I got it working.
I did a refresh and it set it back to windblows 8. So I was then able to update to 8.1 and now everything works.
