You say you disagree with legalizing buying/selling drugs in Holland, because these things don't make people happy. Laws aren't intended to support world happiness. Written law (in current society) has taken the place of social sanctions (peer pressure) from smaller interdependent tribal groups, to keep the majority in line. But there are a few small segments of society who have nothing to lose, and so they become a de-stabilizing element for the power structure. In the old days, everyone had a vested interest in keeping the peace and the laws/taboos. 30 to 40 people relied on each other for everything. Cooperation was the only shot they had at living a safe, comfortable, healthy life. Flaunting primitive taboos would endanger the group existence--like shooting your life support out from under you. The difference is, that taboos were fairly and universally applied, because the small group had totally shared goals and needs. Modern Laws, on the other hand are not fairly and universally applied. They support an elite power structure, and keep the masses under the thumb of a few coercive factions. (Laws and armies/cops are needed for this job, because the grubby dirty masses actually could join up into one large FIST at any time to throw down the monopoly board of power, and basically burn-baby-burn your well-fed ass). As the wicked witch in the Wizard of Oz said, as she was melting: "What a World, What a World!!"
Here in Britain an amount for personal use (not sure the exact amount, but I seem to remember hearing it accounts to about 100 joints worth) is tolerated. Most constabularies have a policy of focusing on harsher drugs. Technically smoking marijuana is completely legal in the U.K, here, USE of all drugs (bar opium) is legal. Just possession isn't. That said, if the police see you with a spliff, then they'll search you.
I think up to 5 plants are tolerated in Czech Republic for personal use... I'm not 100% what the current law or leniancy is...
